ALLB Aug. 25 2003, 2:31 PM ET by buyandhold (view profile) rating: Hold

This is a situation where an analysis based strictly on the numbers can lead to frustration. Yes, ALLB is cheap on a remute basis, but that is an academic analysis which assumes that there is a remute in the offing. If you have ever had the "privilege" to sit down with Bill Hecht (which I have), you will rapidly move remute to the bottom of the list of strategic options. In the words of a local banker, this is a guy who is just thrilled to have a place to come in to work every day. Management has done a lousy job of running the bank based on profitability and non-performers and it does not pass my reasonability test to think that all of sudden they are going to change their stripes. Good luck...if you make big money here you will be bucking the odds.

In a city not known for great thrift managements, BCSB fits perfectly. This franchise has never made decent returns and when they bought WHGB, it was a case of 0 plus 0 equaling perhaps .25. The MHC structure is absolutely the only asset worth mentioning here, and I am not confident they are smart enough to use it well, despite what happened nearby at Leeds. Good luck!

Upgrading this junker to Hold based on price decline. It is still terribly run but the gap between stock price and potential value has widened too much to keep it a Sell.

One of the last repositories of value amond decent sized thrifts. Assuming rates do not rise sharply, earnings should remain over $3 a share. This company has always been run with the shareholders' interests in mind. Management owns a lot of stock and would certainly cash out if they received a reasonable offer.

No reason this should go up any time soon, but insiders never belly up to the bar in a second step transaction like they did this time. The board controls this bank, not the CEO, and they will want to monetize. While the market area is not exciting, they have done a pretty good job diversifying their lending and have a good deposit base. Needless to say, there are a large number of potential buyers.

As today's purchase activity by New Haven should remind us, wealthy suburbs create valuable banking franchises. While SFFS trades at a premium to book, it will ultimately sell out for a much higher premium and management will work all available capital management strategies to optimize returns between now and then. Note that there has been insider buying since the second step transaction as well.

Recent emergence of PBCT as an incremental potential buyer two years out combined with two recent insider buys and the passing of SFFS' first anniversary as a full stock company provide a combination of catalysts for the next 24 months.

I too own some WAKE and by today's MHC standards it is not expensive. It is a clean efficient shop which wants to enrich its shareholders. My principal concern is that their lending focus is relatively aggressive...heavy on the construction and land loans. While they are in a good market and have had historically good asset quality, this is clearly riskier than a plain vanilla 1-4 lender.
