PRTR is a short term trading, speculative buy. The gamble is that the second stage conversion may be priced at the super max for a 303 exchange ratio. The rate of exchange between old to new shares is greater than the dilutive rate of increase in Price to Tangable Book over the same range.

still looks good for long haul and snd step. Buybacks should help support price.

I reiterate my rating and rationale which seems to be boosting the price. I see 30 w/i 12 months.


Well the market gods have been good since my last rating. With the second step and aquisition I raise my target to 40 by the end of 2004.

The only hedge here is interest rates.

On the plus side the bank is getting closer to being able to sell ourt by march 05. That should help support price.

Having gone to school in the area, I'm well-acquainted with their target area. Their main branch looks like it was plunked out of those marble-pillar NYC banks and could fit a small rocketship inside.

I think the stock is ahead of itself at this point. To rate it BUY or higher based strictly on remutalization value -- considering the area and the chances of that happening soon -- is speculative at best. It's nice to know a "remute" value, but it's like private market value or takeover value: it's only a guestimate and floor for the stock price. And not a particularly sturdy one at that.

I would be more aggressive on this stock at lower levels for new buyers. At these levels, it's strictly a speculation based on the MHC structure for a bank that's out in the boondocks.

Located in an area which finds increasing consolidation, this will be very attractive. The key here is the CEO who is from Fleet Bank. Just as he did previosuly, he will clean this up and then, in addition to buybacks, will prepare it for sale.

It's usually a grey day - weather wise - in sleepy town Utica, but the boyz at PRTR will make the sun shine bright for those who are willing to wait 2 - 3 years. Buy , and keep track of buybacks to boost this steady climber. I am.
